Pine Knoll Shores operates under the council-manager form of government. The manager is the chief administrator of the Town and is responsible for administering all municipal affairs placed in his/her charge by the council.
The council-manager form of government is based on a separation of functions, with the governing body being legislative and policy oriented, while administration is the responsibility of the manager.
The Mayor and five-member Board of Commissioners are elected at large.
